Impact evaluation in the time of a pandemic
Covid-19 has caused massive disruption to social and economic life. What does it mean for researchers, and impact evaluation in particular? Do we just have to shelve our plans or can we respond proactively? Can data collection proceed by other means or using other data sources? How do we use the opportunity to get evidence “into the system” at a point at which donors redirect their resources? What can we learn from evidence from past pandemics? And how can impact evaluators respond to the challenge of real time evaluation of interventions to address the effects of the virus and responses to it?
