The Gavi Full Country Evaluations: an innovative approach to understanding complex systems
The Gavi Full Country Evaluations (FCE) are prospective evaluations covering the period 2013-2016 with the aim to understand and quantify the barriers to and drivers of immunization program improvement, with emphasis on the contribution of Gavi, the Vaccine Alliance in four countries. The evaluation is carried out by a consortium of institutional partners led by IHME at the University of Washington in partnership with PATH; icddr,b in Bangladesh; UEM, HAI and CISM in Mozambique; IDRC in Uganda; and UNZA in Zambia. The evaluation employs a mixed-method approach, covering the full results framework from inputs to impact. It covers all phases of Gavi support from the decision to apply, application and approval, preparation, and implementation, and each of the relevant streams of support in the Gavi FCE countries, including support for introduction of new and underutilized vaccines and cash-based support through the health systems strengthening window of support.
This presentation will introduce the FCE’s innovative approach to the prospective process evaluation as well as key findings from the 2015 evaluation period.
Dr. Nicole Salisbury is a health systems program officer at PATH in Seattle. In addition to the FCE her work includes political analyses surrounding the position of health issues on the global health agenda, and the political economy surrounding the institutionalization of health technology assessment mechanisms. She holds a PhD in political science from University College London.
