Rosario (Charo) was trained a medical doctor (MBBS) at the University of Seville, Spain. She went onto complete her Master of Clinical Tropical Medicine at Mahidol University in Bangkok, Thailand. She has extensive experience in epidemiology, public health, and health information systems and has worked for over 15 years in international development and humanitarian settings, engaging in research, programme monitoring, and capacity building. In her most recent role for Médecins Sans Frontières Spain, she led the organization's DHIS2 system, and provided expert advice and technical support to the implementation of a large-scale monitoring system to improve health outcomes. Before her work at Médecins Sans Frontières, she worked as Research Fellow for TREAT Asia and for the National Centre for Infectious Diseases in Singapore, where she conducted HIV epidemiological studies and researched the evolution and transmission of Streptococcus pneumoniae through GWAS analysis.

Rosario is interested on leveraging the use of data for informed decision making and guide public policies and interventions effectively. Her work characterises the complex interplay between health outcomes, data utilization and innovative intervention strategies to improve public health outcomes, health care access and promote well-being in communities. She is currently studying the impact of perennial malarial chemoprevention (PMC) on clinical outcomes and malaria drug resistance in various sub-Saharan countries.
