From 2002 to 2004 Marcia worked as a research fellow as part of the Trachoma Initative in Monitoring and Evaluation (TIME team) evaluating national trachoma programmes in 8 endemic countries worldwide. The SAFE strategy was defined, developed and early implementation of this during this period.
In May 2004 Marcia took on the role as tje VISION 2020 LINKS Programme Manager. The VISION 2020 LINKS Programme identifies tertiary higher education institutions overseas (mainly Africa where there is less than five opthalmologists per million population), and in field of ophthalmology, and matches them with a Training Institution in the UK. Each 'LINK' matched is based on the specific defined ophthalmic 'training need or requirement' and priority of the Overseas Institutions. The process involves senior management level support in both LINK institutions and agreement to have the eye dept teams involved within this partnership. The development of a detailed activities plan and Memorandum of Understanding between the LINK partners (initially a 3 year agreement) is agreed and developed. Over 40 LINKS have been developed since the VISION 2020 LINKS programme began with many still active. In 2013 NETWORKS were established for disease specific areas; DR-NET which has the foundation of 28 LINK partnerships establishing and developing Diabetic Retinopathy services and includes Africa, Asia, South Pacific and the Caribbean. A leadership network of 12 LINKS in 2015 and the Rb-NET which is a Retinoblastoma Network was set up in 2017, involving more than 8 Partnerships and has expanded to include many countries in Africa and Asia. The Rb-NET includes and develops the shared learning in south-south direction and has been involved in research. Alongside this, other nations are interested in developing the LINKS concept (Australia/NZ-RANZCO, Netherlands, United States) utilising the LINKS template. More recently is the development of the Glaucoma-NET since 2020. This is a growing network and expands across many partnerships in Africa and across the globe. Each of these Networks have a technical lead and provide the members with an opportunity to join training session, Mulitiple Disciplinary Team shared learning with expert panels involved. Funding for these partnerships involved in the specialists networks will bring about an enormous impact in eye health and reduce blindness. The ICEH VISION 2020 LINKS & Networks Programme is an incredible conduit of sharing learning; addressing the skills required addressing the importance of reducing blindness across the globe but particularly in low and middle income countries.

Marcia is a Co-module Organiser in Global Eye Health and Eye Care Programmes Moduel 3402. This is a foundation module in the MSc for Public Health for Eye Care. She is also a tutor and supervisor. Marcia is the PI for the ICEH Public Health Clinical Fellowship. This is an 18 month Fellowship including public eye health portfolio and providing a comprehensive clinical ophthalmology training.
Research
VISION 2020 LINKS Programme is involved in identifying the needs of the overseas institutions and this can include support to 'research' priorities identified. These 'research' issues will be defined under each individual set of LINKS but are specific to each LINK and encouraged to have an emphasis on the operational research aspect. The Networks have been an area of increased shared research opportunities. They are strengthened by the partnerships that are already in place.
